Just called the Fountainhead closure message line, and the message advised that the bike trails were closed due to soft/wet/muddy conditions and that there were ruts being formed due to bikers not heeding the closure signs at the entrance. Fountainhead has both a closure hotline as well as a sign that alerts to trail closures and people are STILL riding them? I'm assuming that the park rangers are the ones that record the phone messages, and it sucks that bikers are leaving a bad impression there.

That's correct! MORE does not "own" the trail at Fountainhead. The Northern Virginia Regional Park Authority (NVRPA) is the manager of Fountainhead and, as such, makes the decision whether the MTB trail is open or closed. MORE has worked long and hard to establish a good relationship with NVRPA. Fortunately, the Rangers at Fountainhead recognize that although all MORE members are MTB'ers, not all MTB'ers are MORE members. That is, the Rangers understand that it's very likely that the offending riders are not MORE members.
