Does anyone know if any shops carry this is the Baltimore area? I'm commuting more often on my steel roadie through the rain and the possibility of rust is starting to worry me.

Any can order it. I've used Boeshield T9 and found it works too. Some carry that. Liquid Wrench makes spray-on rust inhibitor that is available at Home Depot. All else fails, Speedgoat sells it if you mail-order stuff.

Read and follow the instructions on whatever you use. Some of that stuff isn't good to leave on your paint. When you're done treating your frame, clean the outside with frame cleaner or some mild soap.

If I were to buy a steel-framed bike, is application of Framesaver (or equivalent) a service I could expect the shop to offer?

Sears carries T9 in their Power Tools department. :)
