Got some old style ATACs - that are really rough turning - had them for 3 or 4 years so no big suprise. Are these user serviceable? Can I even get a the bearings to lube or replace them?

I have replaced axles and bearings on these old Atacs a couple of times, its not too hard to do, but it does require a bit of muscle.
I drilled holes in a block of wood that were slightly bigger than the axle in order to pound off the bearings, then used the same block to pound the new ones back on. This isn't perfect....the beating and pounding and all....but it works.
I think you can get bearings from QBP..or your local bike shop. That is what I did several years ago. There are also a few places on the web that stock atac parts. Go to www.bestbikebuys.com and type in "time atac" and you'll see the retailer and all the different parts and models come up.
Getting the pedal body off wasn't too bad...just more pounding and pulling. Its easier with the models with the screw on aluminum sleeve than it is with the version with the hidden C-clip holding the whole thing on.

Then simply remove the retaining ring (using pin spanner or carefully clamped vice-grips), clamp the axle, then pull the pedal body. The press-fit pedal spindle will come right out of the pedal body.
Now, the inner bearing will be exposed. With a pin, pry off its seals. Clean, dry, then regrease.
As for the outer roller-bearing, which will remain embedded in the pedal body, I've typically dripped penetrating oil through to clean it, then lubricated with a thick lubricant such as syn lube or redrum.
