Don't ask, don't tell :p. I've shipped beer overseas to friends and have rec'd beer from overseas. Haven't done it in the US though.
Pack it real carefully in bubble wrap and let her know to expect a package so it doesn't get damage if left in front of her door (or worse stolen).

Yes, but it must be routed through a specific PO Box.

Please include $20 cash for the handling fee.

Thanks! I'll ship it today, after I get back to someone in Kenya regarding an inheritance.

as I recall from wine shipping with the usps - no or don't tell and seal it up real well.
I get wine shipments to my work in va since they can't ship to md, it is handled by UPS.
I have a ton of single bottle wine shippers that would work probably real well. I'll toss one in my car in case I make it out to Wf tomorrow or you swing by on thursday night.

Probably too late for you here, but from my experience as a homebrewer and shipping my homebrew to friends and competitions, it's illegal to ship beer via USPS, it has to go FedEx or UPS. Even then, they might not accept it if you tell them what it is (so just pack it up, pay for shipping ahead of time, and drop it off at one of their locations). If they insist on knowing what it is, I'd tell them you're shipping live yeast cultures.
When I ship my beer, I wrap each bottle individually with bubble wrap, then lay 4 together and wrap a piece of bubble wrap around them and tape them securely, then stack 3 bundles of 4 wrapped bottles, tape em all together, then put them in a trash bag that I tie a knot in to seal. I then put that in another trash back just to be sure of no leaks if one does break, then put the whole mess in a box and try to stuff packing peanuts all around it. Yes it's a total PITA to ship it this way but I've never had a broken bottle.
FWIW, if anyone is looking for an easy way to pack beer, I think these look pretty legit : http://www.ebeaver.com/EBbeershipper.htm. I haven't tried them yet but I plan on buying some to try out.

I know I can legally have beer shipped TO me in VA. No clue how that relates to shipping beer FROM me to another state.

Our last case of wine came in the "stand-up" variety - very solid construction, I think it'd be VERY hard to have broken a bottle in shipment.

No wine wasted! :)
