I need to cut off a bit of Shannon's new carbon handlebar. Should I just use a really fine hacksaw blade? Any specific one?

Well, I just got my 32 tooth blade out and went at it. Seemed to work fine. :D

I believe I used a 32 also. I also used some tape. Easton, I believe, recommended to tape the bar to help with any fraying/splintering.

Looks like you already did it, but 32 is fine. 64 TPI is better. I've never used an abrasive blade, but a couple of carbon component manufacturers recommend them. If you have much carbon to cut in the future, save one blade for exclusive carbon use, just to keep it clean and cut down on the wear.

I wrap the cutting area with masking tape (paper kind), so that you get a clean cut. Don't want the last bit to splinter off as you finish cutting.
