Simple set of headset tools. Remover first.

CONSTRUCTION:
Acquire from the local hardware store a piece of 1-1/8 dia electrical conduit. Measure out a 14 inch (or so) piece and cut it.
Here is the important part. If you are using the end that is already cut, it is pretty square...so you are good. If not you should use a pipe cutter or a miter box to get a square end. You want it square so that it pushes on all sides of the headset evenly. The length is just long enough so if you ever miss (when hitting it with a hammer) you will not hit your frame. But you do not want it too long so that it is unwieldy.
Next you need to cut four slots into the pipe about 4-5inches long. Use a jigsaw with metal cutting blade or a dremel (this took about 6 abrasive discs on my dremel, so be prepared to take some time). Lastly bend the 4 sections out slightly so that the whole thing flares a bit.
USE:
Slide the tool into the head tube either by squeezing the end that is flared an pushing it down or by pulling it through the other end.
Slide it till it is against the headset on the other side. Feel inside to make sure it is solid. If not pull it out and bend the sides out more.
Then place the frame against somthing soft but solid (pad up a 2x4) and wail on the thing with a hammer.
